What is a submittal cover sheet?

A submittal cover sheet (also called a transmittal form) accompanies shop drawings, product data sheets, samples, and other contractor submittals when they are sent to the architect or engineer for review and approval. It documents what is being submitted, the specification section it corresponds to, the submittal number, revision status, and routing information.

A properly completed submittal log and cover sheet protects the contractor by creating a clear record of when submittals were sent, what they contained, and when review comments were received back. This paper trail is critical for schedule delay claims if the architect is slow to return comments.

After review, the architect stamps the submittal with their action: Approved, Approved as Noted, Revise and Resubmit, or Rejected. The contractor cannot order materials or begin fabrication on most specification items until the submittal is approved.
